Initiative to rename Westarea Elementary to James A. Raye Elementary

Cornwall Council Extends Contract with Unity5

Cornwall Council, the unitary authority for Cornwall in the United Kingdom, has reportedly announced the extension of its collaboration with Unity5. 

The extension of the contract is part of the council’s effort to drive the digitisation of its permits leveraging Unity5’s ZatPark solution, reported TransportXtra.

“Bringing Unity5 and its ZatPark solution onboard has been a hugely positive step forward for us, explained Zoe Hall, Strategic Parking Manager at Cornwall Council. “We’ve benefited from the flexibility of the technology, and the digitisation of our permits through ZatPermit was a valuable and much-needed update. We are delighted to have extended our contract and are looking forward to continuing our work together.”

Cornwall Council Detailing Positive Parking Framework

The contract between Cornwall Council and Unity5 was first inked in 2020. 

The Council signed up to the national Positive Parking Agenda and detailed its Positive Parking Framework for Cornwall which was approved by the Cabinet in June 2018. 

The Positive Parking Framework for Cornwall (the Plan) was devised to enforce smart parking while also helping support local economies and facilitate traffic management.

With the framework, the authority is committed to efficiently managing the 205 off-street car parks managed by Parking Services. 

In addition, the framework is expected to help manage the research, development, and review work of the 123 tariffs across Cornwall’s parking lots and several non-charging car parks.

Cornwall Council Bringing ZatPark Onboard

Recognising the role of Information Technology (IT) in helping deliver improved parking service, the Council aligned Unity5 to its strategic parking plans. 

The Council signed a contract with Unity5 for deploying its Zatpark solution that includes Fixed Penalty Notice (FPN), Penalty Charge Notice (PCN), and Parking Permits processing systems.

The contract also meant that ZatPark was to be deployed to help manage the county’s parking permit systems, producing digital and physical parking permits.

Even though the roll-out of the ZatPark system was initially stymied by the COVID-19 pandemic, an integrated and coordinated approach taken by both parties ensured the safe and successful implementation of the system, with roughly 200,000 PCNs (including all PCN data, images, and correspondence) migrated into it.

The contract was initially signed for a two year period with a possible two one-year renewal. 

The recent extension of the contract is driven by the high-end service and customer experience ZatPark enabled the Council to deliver to the customers, residents, stakeholders, businesses, and visitors visiting the county. 

Both parties mark the extension as a demonstration of successful collaboration between Unity5 and the local authority. 

Cornwall Council expects to further extend the partnership and deploy the ZatPark solution to Moving Traffic Contraventions.

ZatPark confirmed to fine-tune and configure the fully integrated modules with its high-performance hosted parking solution during the onboarding process to support the Council’s technology transformation.

“The support we received from the team at Unity5 is second to none. They would be highly proactive for any new projects and very reactive when any day-to-day issues arose,” stated Josh Macdonald, Business, Products & Communications Manager (Parking) at Cornwall Council.

Community Health Systems Completes Divestiture of its Last Hospital in West Virginia for $92M

Tennessee-based healthcare giant, Community Health Systems (CHS), has reportedly divested its 25-bed Plateau Medical Center (PMC) in Oak Hill, West Virginia, to the affiliates of Vandalia Health. Vandalia Health is the parent company of Charleston Area Medical Center (CAMC).

The transaction, according to businesswire, was put into effect on April 1, 2023.

Details of the Divestiture

Closed on April 3rd, 2023, the sale of Plateau Medical Center is worth roughly $92M. Besides the medical center, the sell-off includes PMC’s outpatient services, physician clinic operations, and respective assets.

The agreement for the Plateau Medical Center acquisition was inked earlier this year.

“As a critical access hospital, Plateau Medical Center plays an important role in the Oak Hill community and beyond,” said David Ramsey, president and CEO of Vandalia Health and CAMC. “We are excited they are joining CAMC and Vandalia.”

Now that the transaction is finalised, CAMC is about to hold sway over the hospital operations and work with the medical staffers as part of its effort to deliver proactive services to the region. 

“The staff is terrific,” Ramsey stated. “They do a great job of taking care of the community and the patients that come to them.”

Plateau Medical Center

Previously a for-profit hospital, Plateau Medical Center is a certified 25-bed hospital with more than 315 staff on the Oak Hill campus and in nearby clinics. The specialised services it offers are paediatrics, family practice, emergency medicine, cardiology, internal medicine, and general surgery.

CAMC is a not-for-profit organisation; funds raised from the hospital will be used for the betterment of the state and the people of the Oak Hill area.

CHS Continues with Hospital Sell-off

The divestiture of Plateau Medical Center is one of the potential sell-offs CHS detailed on its final quarter and fiscal year-end 2022 earnings call.

With this transaction, CHS has ceased its services in West Virginia. 

The agreement to sell the PCM took shape over two years after CHS had completed the massive divestiture of a hospital program that dropped its hospital count to 79 from its peak at 206.

The CHS now runs 78 acute-care hospitals and around 1,000+ other healthcare sites, including emergency care centres, imaging centres, physician practices, cancer centres, freestanding emergency departments, occupational medicine clinics, and ambulatory surgery centres.

On January 1, 2023, CHS sold Greenbrier Valley Medical Center — a 122-bed healthcare facility based in Ronceverte, W.Va. — to Vandalia Health for a cash consideration of around $85M.

CHS has been selling hospitals recently as part of its effort to improve its financial position while also reducing its heavy debt load.

The hospital giant has encountered significant losses over the past several years, including a $2B loss in the final quarter of 2017.

COP 27: ICAO Marks Sustainable Aviation Fuels as the Future of Net-Zero Aviation

At the side event at COP 27 last November, the International Civil Aviation Organization (ICAO) professed its Long Term Aspirational Goal (LTAG) for reducing the aviation sector’s contribution to climate change, reported Lexology.

“Achieving net-zero carbon emissions by 2050 will require substantial and sustained investment and financing over the coming decades. We must furthermore assure reliable and affordable support and capacity-building for the many developing countries and States with particular needs, who will be depending on it to help play their part,” said ICAO Council President Salvatore Sciacchitano. “An important part of my message to you here today is that the work to begin addressing these objectives for our sector has already started.” 

LTAG for International Aviation 

LTAG is a succession of the pledges advocated at the inaugural meeting of the International Aviation Climate Ambition Coalition launched at COP 26, which emphasises cooperative international actions to significantly decouple GHG emissions from flights. 

LTAG aims to comply with the Paris Agreement’s goal of keeping global warming well below 1.5°C.

Part of this effort is to help the aviation sector hit the Net-Zero target by 2050 and foster mass adoption of sustainable aviation fuel (SAF), aligning with CORSIA—ICAO’s carbon offsetting and reduction scheme.

“ICAO is fully cognizant of its global responsibilities toward the sustainable future of the international aviation sector, and of the planet. Even though aviation is considered the bedrock of the world economy, it accounts for almost 3% of the total volume of carbon dioxide annually infiltrating the Earth’s atmosphere.

SAF can cut GHS emissions by up to 80% over the fuel lifecycle and can be used to power the aircraft engine as a direct replacement (drop-in) for fossil-based aviation fuel.

Since 20211, SAF has been used to take more than 450,000 flights to the skies.

Early this month, Airbus powered both engines of its single-aisle aircraft—A321neo—with 100% SAF.

Currently, up to 50% SAF can be blended with petroleum-based jet fuel in commercial flights. 

SAF Production: The Global Outlook

Despite being able to decarbonise aviation significantly, global SAF production is still minuscule. Roughly 26.4 million gallons of SAF are being produced annually, constituting only 0.1% of all jet fuel.

Soaring costs due to limited supply hinders the rapid uptake of SAFs in the aviation industry.

However, these low production numbers are prompting the world’s policymakers to develop plans for scaling up new production methods and facilitating the commercialisation of SAF.

The global SAF market is poised to rise to $6.26 billion by 2030—up from $72.1 million in 2020. 

Again, with the increasing bio-content in jet fuels aggravating microbial contamination, checking its impacts has become dire.

That said, investing in high-end aviation fuel testing kits such as FUELSTAT® is a sensible business decision when it comes to periodic testing of SAF fuels. As a result, microbial growth can be tracked down at the earliest phases and before critical safety or operational disruptions incur heavy financial losses.

Industry Leaders Looking to Facilitate SAF Production

At COP 27, industry leaders underscored the need for a strong regulatory framework to enable the evolution to emissions-free flight while ensuring the safe deployment of SAF into the fuel supply system.

“As aviation continues to explore and adopt the incredible new technological innovations arising today in aeronautics and renewable energy propulsion, ICAO also recognizes how imperative it is to start putting in place the right policies, legal frameworks, and modernised infrastructure to enable this evolution to emissions-free flight,” said ICAO President.

As part of its effort to offer a framework and bespoke assistance to States in different phases of SAF production and deployment, ICAO launched the ICAO Assistance, Capacity-building and Training for Sustainable Aviation Fuels (ACT-SAF) program in June 2022.

However, at COP 27, industry leaders unanimously agreed that boosting the production of commercially usable SAF and replacing conventional fuel with it would need substantial funding. 

Should that funding be raised and only 10% of conventional jet fuel get replaced by SAF, it will reduce 60 million tonnes of carbon emissions annually.
